UAE Ranks Sixth Globally for Pairing AI Skills With Human Skills

Coursera's new AI-Human Skills Synergy Index puts the UAE first in MENA and sixth in the world. For employers, the useful part is which skills people learn together.
A new index, and a high UAE ranking
The UAE ranks first in the Middle East and North Africa and sixth in the world on the AI-Human Skills Synergy Index, a new measure featured in Coursera's Global Skills Report 2026. The country finished ahead of the United States, Singapore, the United Kingdom, China and India.
Coursera calls the index the first of its kind. It measures how far learners in 98 countries are developing AI skills alongside the human skills needed to apply them, while accounting for each country's broader AI readiness. A country cannot score well here on AI course sign-ups alone. It needs people learning the technology and the judgement to use it at the same time.
How fast the UAE is learning AI
The AI numbers are strong. Across the UAE, enrolments in AI courses rose 75% year on year, according to the report. Generative AI enrolments grew 117% and agentic workflows 100%. The steepest climb was in AI security, up 243%. AI and machine learning foundations, and data and analytics, are among the trending learning themes.
Now in its eighth edition, the report draws on a subset of learning data from more than 300 million learners across Coursera and Udemy, combined with readiness data from Oxford Insights' Government AI Readiness Index. Coursera identifies the UAE as a country where skills development and the conditions for putting AI into practice reinforce each other. It points to Stanford's 2026 AI Index Report, which estimates generative AI adoption in the UAE at 64%, among the highest country rates reported, and to the approval of a federal Artificial Intelligence and Data Authority to coordinate AI, data and digital government.
Employers are asking for these skills too. According to PwC's 2026 AI Jobs Barometer for the UAE, cited by Coursera, the share of UAE job postings that require AI skills rose from 1% in 2021 to 3.2% in 2025.
The human skills behind the ranking
The other side of the index is human skills, and the UAE figures there are rising as well. Coursera says UAE learners are building the skills needed to evaluate AI output and guide its use at work. Enrolments in complex problem-solving rose 56% year on year, critical thinking 39% and innovation 7%. Communication and presentation, people leadership and management, and ethics and governance are among the trending themes, together with critical thinking and judgement.
The finding most useful to employers is about combinations. The report looks at which AI and human skills UAE learners develop together more distinctively than the global average. One human skill runs through three of those pairings: stakeholder alignment and influence. It appears alongside AI and machine learning foundations, prompting and AI interaction, and generative AI. According to Coursera, these combinations can help people translate stakeholder needs into effective prompts, explain AI trade-offs, and coordinate technical and non-technical teams during implementation.
What it means for how companies train teams
Read as a training brief, those pairings point somewhere a lot of corporate AI courses do not go. Many are built as tools training: what the model can do and where to click. The pairings suggest the harder work sits around the tool. Someone has to find out what a department head actually needs, turn it into a request a model can act on, decide whether the answer is good enough, and explain the trade-off to colleagues who never saw the prompt.
Coursera's Kais Zribi, General Manager for the Middle East and Africa, put the employer's role plainly. "Skills development must keep pace with investment in AI technology," he said. "Employers and educators have an important role in connecting learning to practical experience, helping people apply their skills confidently and responsibly."
Practical experience is the part a company controls. At Zeta42, department cohorts run for four to six weeks and are built around the team's own tools and files, on the client's premises or in Abu Dhabi. The "AI at Work" track ends with a working change to a real process. A real change needs the people who own that process to agree to it, so the stakeholder skill the index highlights gets practised on live work, with the colleagues who will use the result.
Coursera also reports that micro-credential enrolments in the UAE rose 38% year on year, and AI-related ones 101%. Inside a company, the strongest evidence of skill is simpler: a process that works differently, and better, than it did a month ago.
